Chapter Excerpt: How Digital Activism Empowers Existing Elites

Yesterday we posted an excerpt of the chapter I wrote for our new book on MAP, and below is an excerpt (See here for original post).

This chapter is entitled “Economic and Social Factors: The Digital (Activism) Divide”. The chapter describes how contextual factors beyond digital infrastructure can affect digital activism outcomes.

…Research indicates that economic differences limit not only access to technology but also the likelihood of an individual to take part in political activism. The 2009 Digital Activism Survey conducted by DigiActive, an organization dedicated to helping grassroots activists around the world use digital technology, found that digital activists, particularly in developing countries, are more likely than the population at large to be paying a monthly fee for home Internet access, to be able to afford a high-speed connection, and to work in a white-collar job with access to the Internet in the workplace.

In short, digital activists are likely to be prosperous, with their economic resources offering them a significant digital advantage. These initial findings indicate that the digital divide strongly influences digital activism because it tends to limit participation to the economic elite.

This research was corroborated by a report of the Internet and American Life Project of the Pew Research Center. A September 2009 Pew report—Civic Engagement Online: Politics as Usual, by Aaron Smith—stated that “whether they take place on the Internet or off, traditional political activities remain the domain of those with high levels of income and education.” Smith continues, “Contrary to the hopes of some advocates, the Internet is not changing the socio-economic character of civic engagement in the United States. Just as in offline civic life, the well-to-do and well-educated are more likely than those less well off to participate in online political activities.”

The digital divide is also made wider by the fact that not only do lower-income populations have less access to digital technologies, they sometimes must pay more for them. For example, the 2007 ITU-UNCTAD World Information Society report stated that the cost of broadband as a percentage of the average monthly per capita wage was around 2 percent in high-income countries, whereas broadband costs in low-income countries were more than 900 percent of the average monthly per capita wage. Higher income populations are not only likely to receive the higher-quality products of modern communications technology and in greater supply, they often are able to purchase them at significantly lower relative cost.

Combined with the research on digital activism participants from DigiActive and the Pew Research Center, these findings indicate that digital technology often mirrors rather than undermines preexisting divides in economic resources. Digital technology provides new communication capacities, but it is people of higher economic capabilities who are best able to take advantage of them….

DigiActive Policy Memo to the US Helsinki Commission

DigiActive has been asked to present a policy memo (it’s first) to the US Helsinki Commission on the effects of US embargoes on digital activism.  Colleagues Mary Joyce, Andreas Jungherr and Daniel Schultz compiled their recommendations, presented at a recent Congressional hearing.  The key points were:

In the digital age, where a “good” is a string of code that can be delivered anywhere in the world with the click of a mouse, even today’s smart sanctions are not smart enough.  By preventing access to blogging platforms, social networks, and other types of new media, current embargo policies harm the very activists who are furthering our common goals of democracy promotion, while leaving authoritarian governments free to spread propaganda through a range of state-controlled media outlets.

How America’s “Smart” Sanctions Harm the World’s Digital Activists

A Wave of Attacks on the World’s Digital Activists

In the winter and spring of this year, a wave of attacks on digital activists began. In Zimbabwe, the web site of one the nation’s strongest pro-democracy groups, Kubatana, was threatened with being shut down. In Belarus, another pro-democracy web site, this one representing the Belarussian American Association, received the same threat. In February bloggers in Iran received a similar notice that their blogs would be suspended, this in spite of research by the Harvard Berkman Center for Internet and Society that the Iranian blogosphere is a vibrant arena for both supporters and opponents of the current regime. In Sudan, aid workers are unable to download Google Earth and its “Crisis in Darfur” map, which would give them important information on sites of violence. In April users in Syria were temporarily blocked from using the social network LinkedIn, though social networks have played an important role in organizing grassroots citizen movements in countries from Egypt and Morocco to Colombia.

… Perpetrated by United States’ Embargo Policies

Who was behind this wave of attacks? Was it President Mugabe? President Lukashenko? President Assad? No. The perpetrator of these attacks on pro-democracy activists was none other than the United States government and American companies adhering to its embargo regimes.

The United States has several embargo regimes related both to particular products (such as encryption software) and to individuals. These sanctions were designed to protect US interests while limiting the effect of these measures to our nation’s enemies. Yet in the digital age, where a “good” is a string of code that can be delivered anywhere in the world with the click of a mouse, even today’s smart sanctions are not smart enough. By preventing access to blogging platforms, social networks, and other types of new media, current embargo policies harm the very activists who are furthering our common goals of democracy promotion, while leaving authoritarian governments free to spread propaganda through a range of state-controlled media outlets.

… With American Firms Caught in an Untenable Position

These embargo policies leave American firms in a difficult position. Overwhelmed by a mass of overlapping sanctions, many take the most conservative position and simply cut off all clients in targeted countries, even though sanctions target only a few individuals. This was the policy of the Utah-based company Bluehost, which was responsible for cutting off users in Zimbabwe, Belarus, and Iran earlier this year. Especially in light of potential fines, Bluehost decided to play it safe by cutting off all users in embargoed countries, rather than constantly cross-check their users against Specially Designated Nationals (SDN) lists.

Though activists may be frustrated with this kind of corporate decision-making, it is consistent with the firm’s role as a profit-making entity. American companies may choose to promote ethical activity and protect activists in foreign nations, but this is hardly their purpose. When protecting activists means potentially running afoul of the US government, it is not surprising that many firms choose to cut off activists to protect shareholder interests.

New Embargo Policies for the Digital Age

In light of these private-sector realities, responsibility for protecting foreign democracy activists falls to the US government. DigiActive’s Working Group on Sanction Reform for the Digital Age recommends the following steps in order to bring about this reform:

  1. Creation of a Single Body of Software Regulations: Members of the government bodies responsible for promulgating sanctions should conduct a thorough review of all regulations and legislation related to embargoes on software including, but not limited to, the Commerce Department’s Export Administration Regulations and the sanctions programs maintained by the Treasury Department’s Office of Foreign Assets Control. This review would result in the creation of a single volume of software policies which, at a minimum, will make it easier for US firms to abide by current rules and, by clarifying their responsibilities, would allow them to follow the letter of the law rather than taking the unnecessarily conservative positions they are currently applying to avoid the risk of transgressing unclear embargo regulations.
  2. Stakeholder Review of Software Regulations: Once this single body of regulation is created, stakeholders should be invited to comment and suggest modifications to the existing rules. This stakeholder group should include, but not be limited to, representatives of the agencies responsible for promulgating and enforcing the sanctions, representatives of American firms who must abide by the sanctions, and experts in digital activism and democracy promotion.
  3. Promulgation of New Regulations: Based on this stakeholder review, DigiActive suggests that a new set of sanctions be promulgated that recognize 1) that software embargoes function quite differently than embargoes on physical goods 2) that any software embargo is highly susceptible to failure because of the ease in circumventing online blocks to digital goods and 3) that access to new media tools is a great benefit to democracy activists, who lack other means of organization and message dissemination, while being of little use to authoritarian regimes, who have entire state apparatuses at their disposal.

Digital Activism Book: Chapter Abstract

I’m in the last stages of writing a chapter for a book on Digital Activism that’s being written by a really great group of colleagues, such as Patrick Meier, Gaurav Mishra, Mary Joyce, and Tim Hwang (among others).  I thought I’d lay out my outline for now, as I’m working through it.

Please let me know your thoughts on any of the subjects, or if you think there’s a great resource or case study I should be including.

Title: Digital Inequality and Elitism

CURRENT LANDSCAPE OF DIGITAL INEQUALITY & INHIBITING FACTORS

  • What are the real hurdles to digital adoption? Is it economic differences?  Educational level?  Access?  Skill level?  Is it the internet itself?
  • How does the Digital Divide effect society, its access to information and progress in certain parts of the world?
  • What does it mean if people in rich countries are using digital tools for activism on behalf of people in poor countries? (Example: Online Darfur Movement)  Is this helpful? Or is this harmful (for instance, does it reinforce “colonialism”?)

DigiActive: R@D Digital Activism Survey

Colleagues Mary Joyce, Timo Zaeck and myself have just released the findings of a study on Digital Activism around the world through DigiActive’s Research@DigiActive (R@D).

Abstract:

Our goal in creating this survey was to collect the first international demographic data on the new group we call “digital activists”: people who use digital technology as part of grassroots campaigns for social and political change.

From late mid-February to mid-April of 2009, DigiActive collected 122 responses through an open online form, followed by three rounds of qualitative and quantitative analysis.  Despite the challenges of researching the world’s digital activists we felt a need to record – in some rough way – this evolving demographic.  Our original data set is available for download above and we welcome comments below through survey@digiactive.org.

Key Findings:

Economics Digital activists, particularly in developing countries, are much more likely than the population at large to pay a monthly subscription fee to have Internet at home, to be able to afford a high-speed connection, and to work in a white-collar job where Internet is also available. In short, digital activists are likely to be prosperous.

Access Intensity of use, rather than simple access, is critical as to whether or not a person is a digital activist. This high use is only possible for people with the ability to pay for it. The Internet may be democratizing, but its effects are felt most strongly in the global middle class.

Causes Across regions, “rights” emerged as the most popular cause, with 21 different types identified by respondents.

Broadcast The plurality of respondents (37%) believe digital technology’s greatest value for activism is one-way communication. What makes social media useful for digital activism may not be its interactivity but rather the fact that these technologies collapse the barrier to broadcast.

Mobiles Respondents with more features on their mobile phone – such as Internet, video, and GPS – are more likely to use their phones for activism. This is another indicator of the importance of financial resources for digital activists, both quantitatively, in terms of greater technology access, and qualitatively, in terms of better (mobile) hardware.

Platforms Social networks are the most common “gateway drug” into digital activism.

Skills Findings on technology and advocacy skills acquisition challenge the assumption that those who have a facility with technology are more likely to become digital activists and gives encouragement to programs that seek to teach technology skills to traditional activists.

Age Older activists in the respondent group are most likely to use digital technology to increase the efficiency of offline activities, such as training and evidence collection, and less likely to participate in activities which have gained popularity because of the availability of online tools, such as posting original content on web sites.

The purpose of Research@DigiActive (R@D) is to produce applied, thought-provoking, actionable research at the cutting edge of Digital Activism. It seeks to highlight and disseminate studies in the new academic field of digital activism by publishing short papers by promising scholars. Pop!Tech post: DigiActive and social tools for social change

A write up on digital activism and DigiActive as an organization.

In recent months, there’s been a marked increase in the mentions of how social media tools have been used around the world to enhance social activism either on a small scale, such as campaigning to free locally-jailed individuals, as was the case with “Free Jestina Mukoko” Facebook group or a larger scale, as was the case with the recent protests in Moldova. Press on the subject has varied from surface-level analysis to more well-informed accounts, but in each case, the use of digital tools was highlighted as playing an active and often pivotal role in the campaign.

DigiActive Post: Moldovan Protests – Was it really a “Twitter Revolution”?

Since Tuesday’s protests and riots in the Moldovan capital Chisinau, there has been much analysis on how this group of protesters was formed.  Initial reports focused primarily on the use of Twitter, while paying scant reference to other social media tools, let alone the still relevant power of human mobilization.  The extent to which Twitter has been connected to the event has even led to unfortunate outcomes such as the charging of Natalia Morar, a Moldovan activist blamed for starting the “revolution” using the application.

The analysis on the technological aspects of this event in the past few days have revealed a different story.  It still involves Twitter, but Twitter has a different role.  While Twitter had a part in the pre-protest mobilization in and around Chisinau on Monday night, it may not have necessarily turned the protests into mobs or rioters, nor did it necessarily invoke the violence that occurred on Tuesday, as some believe.
